
The urban arts program was developed in response to the needs of emerging aboriginal artists in the city of Prince Albert and surrounding areas. Many of these artists encountered obstacles in their art practices and perceived a lack of access to the mainstream arts facilities because of economic, social or cultural barriers. Visual artist Michel Boutin led the program. The community partners were IPAC (Indigenous Peoples Artist Collective), the Art Gallery of Prince Albert and the City of Prince Albert. The program included:
• An outreach program for artists with mental illnesses through the Prince Albert Health District and Canadian Health Association;
• The Two Story Café Aboriginal Installation & Performance Art Event held in October 2007;
• Graffiti art programming in conjunction with the city of Prince Albert
